EU Update Albania was the first of the officially recognized "Potential Candidate" countries within the Balkan region to start negotiations on the Stabilisation and Association Agreement in 2003.  This was successfully agreed and signed on 12th June 2006, completing the first major step toward Albania's full membership in the EU. The European Commission's latest report (2008) on Albania acknowledges that the country has continued to make progress in democracy and the rule of law, however it states that "the fight against corruption and organised crime remains a major challenge", as an overall anti-corruption strategy has not kicked off.  The report notes that further progress is needed in tackling money laundering, fighting crime and reform of the judiciary requiring greater transparency, with Albania making greater efforts to establish an independent, efficient and merit-based civil service. On the upside Albania has made progress in bringing its legislation, policies and capacities in line with European standards and in implementing interim agreement commitments. The report also states that although Albania is participating in discussions over the liberalization of the visa regime, it has not yet met the EU's standards regarding visas, with  the introduction of biometric passports being a key step.  January 2009 has however seen Albanian government respond in this area, through the implementation of biometric identification in Tirana.  There are plans for its introduction to the rest of Albania to be completed by June 2009. 26 of the European member states having already signed the ratification of Albania's Stabilization and Association Agreement: namely, Austria, Belgium, Great Britain, Denmark, Estonia, Finland, France, Germany, Greece, Holland, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg. Malta, Poland, Portugal, Cyprus, Czeck Republic, Slovakia, Slovenia, Spain and Sweden. Greece's recent signature was the final step in the formal approval process of the key document by all EU member states, paving the way for Albania's application for EU candidate status.

Më te Rejat e BE Shqipëria ishte ndër vendet e para zyrtarisht të njohura si "Kandidat Potencial" e cila filloi negociatat për Marrëveshjen e Stabilizim Asocimit në vitin 2003.  Marrëveshje kjo e cila u realizua me sukses dhe u firmos në 12 Qershor 2006, duke përfunduar kështu hapin e parë të rëndësishëm drejt antarësimit të plot të Shqipërisë në BE. Raporti më i fundit i Komisionit Europian mbi Shqipërin (2008) vlerëson faktin që vendi vazhdon të progresoj në demokraci dhe në rregullat në drejtësi. Gjithësesi deklarohet se "lufta kundër korrupsionit dhe krimit të organizuar mbetet një sfidë e madhe", sepse një strategji e përgjithshme e anti-korrupsionit nuk ka filluar ende.  Raporti vëren se një progres i mëtejshëm duhet bërë në pastrimin e parave, luftën ndaj krimit dhe reformave në sistemin gjyqesor, të cilat kërkojnë një transparencë të madhe.  Shqipëria duhet të bëjë përpjeke të mëdha për të vendosur një shërbim civil të bazuar në meritat, pavarësinë dhe efikasitetin. Nja ana tjeter Shqipëria ka bërë progres në legjislacion, polici, përvetësimin e Standarteve Europiane dhe përmbushjen e detyrave të përkohshme të marrëveshjes. Raporti deklaron gjithashtu se Shqipëria po merr pjesë në dialogun për liberalizimin e regjimit të vizave, nuk është arritur ende ky standart i BE-së që i përket regjimet të vizave, sepse futja e pasaportave biometrike është një hap kyç. Janari 2009-es gjithësesi e pa qeverinë Shqiptare të bënte një hap përpara në këtë fushë duke bërë realizimin e identifikimeve biometrike në Tiranë, dhe më pas realizimin e këtij plani në gjithë Shqipërinë deri në Qershor 2009. Deri më tani 26 vende anëtare Europiane kanë firmosur ratifikimin e Marrëveshjes së Stabilizim Asocimit për Shqipërin: pikërisht, Austria, Belgjiku, Britania e Madhe, Danimarka, Estonia, Finlanda, Franca, Gjermania, Greqia, Hollanda, Hungaria, Irlanda, Italia, Letonia, Lituania, Luksenburgu, Malta, Polonia, Portugalia, Qipro, Republika Çeke, Sllovakia, Sllovenia, Spanja dhe Suedia. Firmosja e Greqia së afërmi ishte hapi i fundit në proçesin e aprovimit të dokumentave kyç nga gjithë shtetet antare të BE-së, duke i hapur rrugën aplikimit të Shqipërisë për statusin e kandidatit të BE-së.
